"Mega menus" don't need CSS3. They're just like any other drop-down menu (been in used for years) but with DIVs in the LI tag rather than another UL tag.
Articles just seem to be talking about CSS3 all the time now as it's the "in thing". The only CSS3 part of this demo is the rounded-corners, gradient fills and drop-shadows. All of which can be applied safe in the knowledge they won't break the site for older browsers.
