By setting requirements for a web application and using a Javascript framework (YUI, Dojo, jQuery) you can guarantee that if the user uses one of the supported browsers the buttons do look the same.
You're free of course to use images for your buttons, but if you want the rest of your site to look the same on different browsers you probably have to use a framework.
