I've just run the same analysis on uklug.info - which is XPages driven again. 4 Javascript files, but 42 CSS files. That's no judgement on the (very good) designer though!
As Niklas has said, with zero budget sites, it's a mix between optimising sites and adding new features. We've certainly concentrated on the latter!
