Although they 'should' still run without amgr running, we found that with
Run web agents concurrently? Enabled
the number specified in the "Max concurrent agents" (max of 10) field did affect performance in terms of the amount of concurrency that could be achieved with given HW resources.. at least on AIX, Domino 6.5.3
So there is some link between the Agent Manager Settings and web agents. Sadly, I can't find any documentation to support this.
