XForms would work at a basic level, but you need to keep in mind that a Domino form is not just a form definition, it's also the "CGI script" for the submission. In other words, the Designer Lite would need to do validation, data typing, set access flags, compute secondary and tertiary values, invoke safety-checked user agents, etc.
