"Using Javascript on a page does not automatically make a Web page inaccessible...?"

This is very true, but sole dependance on JavaScript can be an issue if you want your site to be fully accessible to all devices. JavaScript support in some browsing clients such as Screen Readers has traditionally be flaky at best, which is why I always try to make sure my apps will still work in some form or another without JavaScript enabled, albeit with more limited functionality.

Admittedly, my knowledge on this subject may not be completely up to date and I may not be fully informed into the capabilities of the very latest screen readers, etc (feel free to correct me on this if an expert in the field reads this), but either way I believe JavaScript use should be unobtrusive, and should be used to enhance an app's functionality, not be reliant entirely on it.
