@Jake: Sorry, but can you point me to the source where you got that "it does make it inaccessible if the page doesn't work without the JavaScript on it" please ?
Many of the latest assistive technologies have no problems working with javascript on web pages and each of the controls that come with XPages have added attributes that enable them to output more accessibility friendly HTML.
