Sorry, that wasn't entirely clear - you can create web service *providers* which you're talking about (as you suggest, the domino front end is irrelevant for that).
Web Service *Consumers*, even in Java, can't be accessed from XPages (yet) - so I can't access my MySql/PHP data from XPages - I'd have to import it via an agent first.
Technically you can import and configure all the Apache libraries for SOAP, but it's a real pain and I gave up and changed approach after brick wall syndrome hit.
