APNS runs a daemon (apsd) on the device which maintains a persistent connection to their service when push is enabled. When a message notification is sent down, APNS doesn't need to locate the device, it just uses the existing connection.
Also, APNS will always prefer to use 3G if it's available. Wifi is only used as a fallback.
