The persistence settings might help out here... you can set persistence on an XPage to be aggressive and have the server always try to keep it in memory, or be memory-friendly at the expense of performance. The default if I recall is in between those two.
Also, a quick-and-dirty trick would just be to have a scheduled agent that opens your XPage every X minutes so it's always readily available.
