Because you can create reusable keyword documents for specific sections / areas
e.g. Action Buttons or Navigation you can perform a more targeted lookup based
on multiple matches and therefore you would require alot of static text on the
page to reach the 64K limit.
To get around the multiple database problem you could have a central repository
and have all databases refer to it for the data.
